The National Security Service of the Republic of Armenia as early as in 2009 notified the public that a number of sensational cases of particularly grave crimes committed by members of the criminal association created by Ara Karapetyan (founder of «Shoes City» LLC) and Armen Nikoghosyan (former deputy chief of Nor Norq Police Division) were solved, including the case of robbery assault on the house of Armen Avetisyan (former head of the RA State Customs Committee) in October 2008. The criminal case investigated by the Investigation Department of the RA NSS with the indictment was sent to court and in May 2011 10 members of the criminal association were sentenced to long-term imprisonment for a period of up to 15 years.
As a result of the recent large-scale operational-intelligence and investigative activities it was determined that, according to the preliminary data, the person who ordered an assault on Armen Avetisyan’s house was former deputy of the RA National Assembly Levon Sargsyan, also known as “Alraghatsi Lyovik”; he, being in tense relations with Armen Avetisyan, ordered the commission of the abovementioned crime to the members of the criminal group who had previously committed a number of robbery assaults.
In order to facilitate the commission of that assault and to achieve the desired results, Armen Sargsyan with the help of his relative S.Gh. who had direct contacts with Armen Avetisyan, worked for him and was familiar with the structure of the latter’s house, obtained the detailed drawing of the house and provided it to the group marking the location of safes. After the assault Levon Sargsyan chose and took gold jewelry and expensive watches from the stolen items.
Within the criminal case initiated on the basis of the abovementioned data, in October 2018 searches were carried out in the house and apartment owned by Levon Sargsyan, as a result of which large amounts of arms and ammunition were found, including AK-74 rifle with a folding stock, under-barrel grenade launcher with its grenades, more than 4000 cartridges of different calibers. Comprehensive forensic-ballistic and blast examinations were conducted in order to check the use of the arms in other crimes.
Based on the body of sufficient evidence Levon Sargsyan was engaged as an accused for committing robbery assault aiming at embezzlement of property in particularly large amount as a member of the organized group and participating in the criminal association. Taking into account that the latter is absent from RA for a long time and his whereabouts are unknown, a wanted notice was issued for him and arrest was selected as a measure of restraint. The charge was brought against Levon Sargsyan's relative S.Gh., the latter was arrested.
The preliminary investigation goes on; operational-intelligence measures and immediate investigative activities are conducted to establish other circumstances significant for this case, as well as to identify other associated persons.

Note: The suspect or accused of an alleged crime is considered innocent as long as his guilt is not proven in a manner prescribed by the Code of Criminal Procedure of RA - by the court decision entered into legal force.
